Beyond the Fanfare: NCC Building Takeover — Can Enugu Turn Infrastructure into Innovation?”

The Nigerian Communications Commission’s decision to grant the Enugu State Government a 15-year operational lease of its Digital Industrial Park and Learning Centre in Enugu has been presented as a major step towards transforming the state into a technology and artificial intelligence hub.

But beneath the ceremony, handshakes and official photographs lies a more important question:

Is the problem with research and innovation in Enugu really the absence of buildings — or is it the absence of a sustainable system that turns ideas, research and talent into products, companies and jobs?

The agreement, announced on August 5, will see the facilities transformed into what the state describes as the Enugu Talent City and Artificial Intelligence Institute. The Nigerian Communications Commission says the facilities were originally conceived to promote digital skills, entrepreneurship, innovation, startup incubation and technology-enabled services. 

That makes the lease significant. But it also raises the bar.

A building can provide laboratories, classrooms, offices, internet connectivity and workspaces. It cannot, by itself, produce research papers, artificial-intelligence models, startups or globally competitive engineers.

Interestingly, NCC Executive Vice Chairman and Chief Executive Officer, Dr Aminu Maida, made essentially this point during the signing ceremony. He said completing physical infrastructure is only the beginning because innovation ultimately depends on people, ideas and partnership.

That statement should become the benchmark against which the Enugu project is judged.

So, what exactly is the plan?

The Enugu Government says the former Digital Industrial Park will be transformed, while the Digital Bridge Institute is also being repositioned towards a world-class AI institute.

Governor Peter Mbah disclosed that the state had already begun discussions with teams from Qatar to develop the facility as a certification centre for artificial intelligence on the continent. 

The administration has also spoken about creating a wider digital ecosystem involving skills development, outsourcing, startup incubation, research and technology-enabled businesses.

This is not entirely starting from zero.

Enugu's previous budget documents show that the state had already provided for the rehabilitation and operationalisation of the NCC Digital Industrial Park, with ₦500 million allocated in the 2025 budget. The same budget provided ₦1 billion for the rehabilitation and operationalization of the Digital Bridge Institute. It also included funding for startup and SME accelerator programmes, digital skills training and an Enugu Startup Fund.

That suggests there is at least a policy and funding architecture behind the latest announcement.

But the critical question remains:

What happens inside the building after the cameras leave?

Who are the handlers?

The project has several identifiable actors.

At the federal level, the principal institution is the Nigerian Communications Commission, led by its Executive Vice Chairman/CEO, Dr Aminu Maida. The NCC is the agency handing over the facilities under the 15-year operational lease. 

On the Enugu side, the political leadership rests with Governor Peter Mbah, whose administration is driving the state's digital-economy agenda.

The administration's technical and policy coordination includes Arinze Chilo-Ofia, the Special Adviser to the Governor on Digital Economy and MSMEs. Chilo-Ofia publicly thanked the Federal Government and NCC for entrusting Enugu with the facilities and described the state's task as activating and optimising the assets. 

There is also an emerging international component, with the governor disclosing discussions with teams from Qatar concerning AI certification.

But these names alone are not enough.

For the project to succeed, Nigerians should eventually be able to identify the research directors, technical partners, university collaborators, AI laboratories, private-sector investors, curriculum developers, startup managers and measurable implementation targets behind the institute.

Those are the people who will determine whether this becomes a functioning technology ecosystem or another impressive government facility.

The real test: what will Enugu produce?

The success of the project should not be measured by the number of people who attend its opening ceremony.

It should be measured by outputs.

How many AI researchers will be trained annually?

How many Nigerian AI products will emerge from the centre?

How many patents will be filed?

How many startups will be incubated?

How much private investment will the facility attract?

How many young people will obtain internationally recognised certifications?

How many companies will outsource technology work to Enugu?

And perhaps most importantly:

How many young Nigerians will earn globally competitive incomes without having to leave the country?

That last question is particularly important because the Mbah administration has previously articulated an ambition to train young people for technology-based outsourcing, with the broader objective of allowing their skills to reach global markets while they remain in Nigeria. 

From ceremony to Accountability

There is nothing wrong with celebrating infrastructure.

A serious AI ecosystem requires high-speed connectivity, computing capacity, laboratories, reliable electricity, cybersecurity infrastructure, research databases, classrooms and collaborative workspaces.

But infrastructure is the platform, not the final product.

The danger is that Nigeria has seen too many technology centres become buildings that look impressive on commissioning day but struggle to maintain equipment, attract researchers or generate commercially useful innovations afterwards.

This is why the NCC–Enugu arrangement deserves scrutiny beyond the fanfare.

A 15-year lease provides enough time to build something substantial. It should therefore come with a clear implementation roadmap.

The public should eventually see targets for the first one, three, five and ten years.

There should be transparent reporting on funding, partnerships, student enrolment, research projects, patents, startups, certifications, jobs and commercial revenues.

There should also be a mechanism for universities, private technology companies and researchers to participate — because government cannot single-handedly create a world-class technology ecosystem.

Enugu has an opportunity — but also a responsibility

The state has already demonstrated an appetite for digital transformation.

Its Smart Green Schools programme incorporates digital learning, robotics and artificial intelligence facilities, while the administration has increasingly used technology in areas such as security and revenue administration.

The new AI institute could therefore become the missing link between education and industry.

A student could learn robotics in a Smart Green School, progress to an AI or engineering programme, conduct research at the institute, develop a prototype, enter an incubation programme, secure investment and eventually build a company employing other Nigerians.

That would be a digital ecosystem.

Simply occupying a government-owned building would not.

The NCC has handed Enugu an asset. The bigger challenge is for the state to turn that asset into an institution that produces knowledge, technology, businesses and jobs.

And that is where the real story begins.

The question is no longer whether Enugu has a building for digital innovation.

The question is whether it has the people, research agenda, funding, partnerships, equipment and accountability framework to make that building matter.

Nigeria Takes Green Leap as Tinubu Opens Africa's First Renewable Energy College



Nigeria has taken another major step toward becoming a continental leader in clean energy following the commissioning of Africa's first Renewable Energy College and a Green Hydrogen Plant in Kogi State by President Bola Ahmed Tinubu.

The twin projects are expected to position Nigeria at the forefront of Africa's transition to sustainable energy while equipping thousands of young Nigerians with technical skills needed for the rapidly growing global green economy.

Speaking during the commissioning, President Tinubu described the projects as strategic investments that will strengthen Nigeria's energy security, create jobs, attract foreign investment, and reduce dependence on fossil fuels.

The Renewable Energy College is designed to serve as a specialized institution for training engineers, technicians, researchers, and entrepreneurs in renewable energy technologies. Students will receive practical and theoretical education in solar power, wind energy, hydroelectric systems, battery storage, electric vehicles, smart grids, and green hydrogen technologies.

The institution is also expected to collaborate with industry partners, research organizations, and international clean energy institutions to develop innovations tailored to Africa's energy challenges.

Alongside the college, the Green Hydrogen Plant represents one of Nigeria's most ambitious clean-energy investments.

What is Green Hydrogen?

Green hydrogen is hydrogen gas produced by splitting water into hydrogen and oxygen using electricity generated entirely from renewable energy sources such as solar, wind, or hydropower.

Unlike conventional hydrogen production—which relies on natural gas and releases significant amounts of carbon dioxide—green hydrogen produces virtually no greenhouse gas emissions during production.

Because of this, it is regarded as one of the cleanest fuels available and is expected to play a major role in achieving global net-zero carbon emissions.

How Does a Green Hydrogen Plant Work?

The process is relatively straightforward

Step 1: Renewable Electricity Generation

Solar panels, wind turbines, or hydropower stations generate clean electricity.

Step 2: Water Supply

Purified water is supplied to an electrolyzer.

Step 3: Electrolysis

The electrolyzer uses electricity to split water (H₂O) into:

  • Hydrogen (H₂)

  • Oxygen (O₂)

The oxygen can be released safely or captured for industrial and medical applications.

Step 4: Hydrogen Storage

The hydrogen gas is compressed and stored in tanks or pipelines.

Step 5: End Use

The hydrogen can then be used to:

  • Generate electricity

  • Power fuel-cell vehicles

  • Produce fertilizers (ammonia)

  • Manufacture steel

  • Fuel ships and aircraft

  • Store renewable energy for later use 

  • why Green Hydrogen Matters

Green hydrogen solves one of renewable energy's biggest challenges: storage.

Solar panels only produce electricity when the sun shines, and wind turbines generate power only when the wind blows.

Hydrogen allows excess renewable electricity to be stored for weeks or even months and then converted back into electricity whenever needed.

This makes renewable energy more reliable.

Economic Benefits for Nigeria

Experts believe the Kogi project could unlock significant opportunities, including:

  • Creating thousands of skilled and unskilled jobs.

  • Reducing Nigeria's dependence on imported industrial fuels.

  • Supporting local manufacturing with cleaner energy.

  • Attracting international climate finance and green investment.

  • Developing a new export industry as demand for green hydrogen grows worldwide.

  • Encouraging local production of solar panels, electrolyzers, batteries, and other clean-energy equipment.

  • Building technical expertise that could make Nigeria a regional hub for renewable-energy innovation.

  • Potential Challenges

Despite its promise, green hydrogen technology remains expensive compared with conventional hydrogen. Key challenges include:

  • High upfront costs for electrolyzers and renewable-energy infrastructure.

  • The need for reliable renewable electricity.

  • Water availability and purification requirements.

  • Transport and storage infrastructure.

  • Developing domestic demand and export markets.

However, costs have been falling steadily as renewable energy becomes cheaper and electrolyzer technology improves.

A Strategic Shift

The commissioning of both the Renewable Energy College and the Green Hydrogen Plant signals Nigeria's intention to diversify beyond oil and gas while preparing its workforce for the industries of the future.

If supported by consistent policies, investment, and infrastructure, these projects could help position Nigeria as one of Africa's leading clean-energy economies, strengthening energy security, creating high-value jobs, and opening new opportunities in the global low-carbon market.
