More jobs for Ndi Enugu: Enugu Approves Construction of 19,000 Homes in Bold Push to Make Housing More Affordable

 


The Enugu State Government has approved the construction of 19,000 housing units across two major estates in what could become one of the largest state-backed housing programmes in Nigeria. Beyond providing shelter, the initiative is designed to tackle the state's housing deficit, reduce the cost of housing, create jobs, and stimulate economic growth.

The approval, announced after the State Executive Council meeting by the Commissioner for Works and Infrastructure, Ben Okoh, forms part of Governor Peter Mbah's broader vision to transform Enugu into a modern, investment-friendly city with world-class infrastructure.

The Breakdown

The approved projects include:

a.  1,000 premium housing units within the New Enugu City project, comprising four-bedroom and five-bedroom homes.

b. 18,000 mass housing units at Gateway Estate, targeted at expanding affordable housing and reducing the state's housing shortage.

The Gateway Estate will not merely consist of residential buildings. It will be delivered as a fully serviced community with:

  • Modern road networks

  • Reliable electricity

  • Water supply infrastructure

  • Supporting public utilities

This integrated approach is expected to improve living standards while preventing the development of poorly planned settlements.

Housing Is Economic Infrastructure

Affordable housing is not simply a social programme—it is one of the strongest economic development tools available to any government.

Large-scale housing construction stimulates multiple sectors simultaneously:

  • Construction and engineering

  • Cement and building materials

  • Steel manufacturing

  • Furniture production

  • Electrical installations

  • Real estate services

  • Banking and mortgage financing

  • Transportation and logistics

Thousands of direct and indirect jobs are expected to be created throughout the construction phase and beyond.

More Than Homes: A Comprehensive Development Plan

The Executive Council also approved several strategic infrastructure projects, including:

 Immediate commencement of the 10.5-kilometre Igogoro–Amachara–Ikpamodo–Okpo-Amaada Road

 Flood control and drainage rehabilitation in flood-prone areas of Nsukka

Procurement of more than 30 light construction equipment to improve emergency response and road maintenance

 Upgrade and rehabilitation of the Enugu State Secretariat Complex

 Tourism projects including:

  • Ovu Lake Golf Resort

  • Akwuke Tourism Development

  • Attakwu Tourism Development

  • 5.32-kilometre Okpatu–Awhum Cable Car Project

These projects complement Enugu's ongoing tourism expansion, which includes Nigeria's proposed longest canopy walkway at the Nsude Pyramid site, a zipline at Ngwo Pine Forest, and enhanced facilities at Awhum Waterfall.

Part of Nigeria's Bigger Housing Challenge

Enugu's initiative comes at a time when Nigeria faces an estimated 17 million-unit housing deficit, driven by:

  • Rapid population growth

  • Urbanisation

  • Rising building material costs

  • Limited access to affordable mortgages

  • High land development costs

To address this, both federal and state governments have intensified housing delivery through the Renewed Hope Housing Programme, combining government-funded developments with Public-Private Partnerships (PPPs).

The Federal Government is also reviewing a proposal by China Hyway Group Limited to deliver 10,000 prefabricated housing units nationwide within 30 months under an EPC+F model. In addition, completed National Housing Programme homes have recently been handed over in Benue State, while the Federal Mortgage Bank of Nigeria continues to expand rent-to-own housing schemes in Abuja.

The Bigger Picture

Although 19,000 homes represent only a small fraction of Nigeria's estimated 17 million-unit housing deficit, the scale of Enugu's approval signals a significant shift in state-led housing delivery.

If implemented successfully, the programme could:

  • Lower pressure on rental prices

  • Improve access to quality housing

  • Create thousands of jobs

  • Attract private investment

  • Expand the state's tax base

  • Support long-term urban development

Combined with investments in roads, tourism, flood control, and public infrastructure, the housing initiative reinforces Enugu State's strategy of using infrastructure as a catalyst for economic growth and improved quality of life.
