Airtel Kenya’s move to seek regulatory approval for a SpaceX-powered direct-to-cell service could mark an important turning point in Africa’s telecommunications industry.
The technology is designed to allow compatible ordinary smartphones to communicate directly with satellites in low-Earth orbit, potentially providing connectivity in locations where conventional mobile towers and fibre networks are unavailable.
For Africa, where millions of people still live beyond reliable terrestrial network coverage, this should not be viewed simply as another telecom innovation. It could become an important part of the continent’s strategy for closing the digital divide.
Why other African countries should consider the technology
1. Africa cannot build towers everywhere
Traditional mobile connectivity depends heavily on towers, fibre, roads and reliable electricity.
That model works well in densely populated cities, but it becomes considerably more expensive in remote communities, deserts, forests, mountainous regions and sparsely populated areas.
Satellite-to-phone technology offers a different approach: instead of bringing every phone to a tower, the network can bring connectivity from space to the phone.
For countries with large geographical areas and difficult terrain, this could complement—not necessarily replace—traditional mobile networks.
2. It could connect some of Africa's hardest-to-reach communities
Countries such as the Democratic Republic of Congo, Tanzania, Ethiopia, Kenya, Nigeria, South Africa, Zambia and Namibia contain significant areas where extending terrestrial infrastructure can be commercially difficult.
A direct-to-cell satellite layer could provide basic communications in locations where operators previously had little economic incentive to build towers.
That could support:
Voice and messaging
Emergency communications
Basic internet/data services
Agricultural information
Mobile financial services
Education
Healthcare access
The greatest benefit could come from using the technology as a coverage extension for existing mobile networks.
3. It could strengthen emergency communications

Imagine a community experiencing a major flood and losing electricity and mobile coverage. If residents with compatible phones can still connect to a satellite, they could potentially contact emergency services or relatives.
Governments should therefore consider direct-to-cell technology as part of their national disaster-response infrastructure.
4. It could improve connectivity along highways and remote transport routes
Large parts of Africa's road and rail networks pass through areas with inconsistent cellular coverage.
Direct-to-cell technology could potentially provide connectivity along remote highways, supporting truck drivers, travellers, logistics companies and emergency responders.
This is particularly relevant to countries seeking to expand regional trade under the African Continental Free Trade Area (AfCFTA).
Better communications infrastructure can make remote transport corridors safer and more efficient.
5. Rural Africa could benefit from digital financial services
Africa has become a global leader in mobile money.
But mobile financial services ultimately depend on connectivity.
Extending mobile coverage to underserved areas could help more people participate in digital payments, banking and commerce.
For farmers and rural businesses, connectivity could also provide access to market prices, weather information, digital marketplaces and financial services.
6. It could complement Africa's existing 4G and 5G investments
African governments should not interpret satellite connectivity as a reason to stop building terrestrial networks.
Quite the opposite.
The most sensible strategy may be a hybrid telecommunications system in which fibre, 4G, 5G, fixed wireless and satellite networks work together.
Cities and densely populated areas can continue to receive conventional infrastructure investment, while satellite connectivity fills some of the remaining coverage gaps.
This could make national networks more resilient.
But Africa must avoid repeating the mistakes of the past
There is a temptation to celebrate every new technology as the solution to Africa's connectivity problems.
That would be premature.
Direct-to-cell technology faces important questions around regulation, affordability, spectrum management, device compatibility, service quality and commercial sustainability.
The service also depends on satellite capacity and regulatory approval in individual countries.
African regulators therefore need to develop clear frameworks before large-scale deployment.
Affordability is critical
The technology will have limited social impact if only wealthy consumers can afford it.
Governments and telecom operators should explore pricing structures that make basic satellite connectivity accessible to rural communities, emergency agencies and essential public services.
Regulators need to cooperate
Satellite signals do not respect national borders.
African countries should therefore consider greater coordination through regional telecommunications institutions and organisations such as the African Union and regional economic communities.
A fragmented regulatory environment could slow deployment and increase costs.
Local telecom operators should remain central
Rather than allowing satellite companies to operate entirely outside existing telecommunications ecosystems, governments could encourage partnerships between satellite providers and African mobile operators.
The Airtel-SpaceX model is significant precisely because it illustrates how satellite capacity can be integrated with an existing mobile network and customer base.
The bigger opportunity for Africa
There is a much bigger issue at stake than simply providing phone coverage.
Connectivity is increasingly becoming economic infrastructure.
A farmer without connectivity can struggle to access markets.
A student without internet access can be excluded from digital education.
A rural clinic without reliable communications can be isolated from medical expertise.
A business without connectivity can struggle to participate in the digital economy.
This means satellite-to-cell technology should be considered alongside roads, electricity, fibre and mobile networks as part of Africa's broader infrastructure strategy.

Africa should welcome and actively test direct-to-cell satellite technology, but governments should resist treating it as a replacement for conventional telecommunications infrastructure.
The smarter strategy is to make satellite connectivity the missing layer between Africa's connected cities and its disconnected communities.
The continent has spent decades trying to extend telecommunications infrastructure across enormous distances. Low-Earth-orbit satellites offer the possibility of attacking the problem from another direction.
Instead of asking whether Africa needs satellites, the more important question is how quickly African countries can integrate satellite connectivity into their existing digital infrastructure without making it unaffordable or creating regulatory chaos.
If properly regulated, direct-to-cell services could become one of the most important tools for connecting the last mile—and in Africa's case, sometimes the last hundreds of miles.
